Most likly Vietnam era, the guy doesn't have the full nine digit SSN

 

Prior to 1968, army dogtags didn't have nine digit SSANs, but eight digit service numbers with two-letter prefixes for EM. But I'm assuming the "USN" means this was issued to a sailor, which may make my comment irrlevant. Assuming--always dangerous--the navy used service numbers, I'm wondering if theirs were less than eight digits since they had relative fewer personnel. Or was this an officer's dogtag--again, there would be fewer officers, hence a lower number.

 

What's needed here is comment from people who served in the navy during the '60s. Did the navy switch to SSANs at the same time as the army? This might date the item roughly in the early to mid 60s--between the deletion of the notch and the switch to SSANs

Yes, this is a Vietnam era USN dogtag, pre SSN switchover. Keep in mind, unless you served with the 7th Fleet or support units, "Vietnam Era" typically means "cold warrior" (i.e. Atlantic Fleet, NATO, shore based sailor, etc)
