Manila Depot marked leggings

Leggings (not sure if pattern 1897 or 1900?) with a stamp in them saying "J.C. [or L.C.] / MANILA DEPOT".

I think the purple stamp is from a costume shop, as the same stamp is in other leggings I got with these ones.

Would these leggings have been made at the Manila Ordnance Depot? Or just issued from there?

Anyone seen any other gear with the "MANILA DEPOT" stamp?

Here is another pair of Manila Depot marked leggings I got with the first pair posted. This pair has repaired straps though. I doubt the string with them is original, it's like a shoe lace.
Showing this pair because it has a better shape "Manila Depot" stamp. Also note in this pair the brown stamp in each legging, almost looks like it says "1900" but not positive.

The letters above Manila Depot are hard to make out but may be I.C. for inspected and condemned. If so they would have likely have been been stamped upon being deemed unfit for issue by personnel at the Manila Depot due to damage or obsolescence.
