WW1 Uniform Picture Help

Hey guys, picked this up this morning, at first I thought it was Navy but after looking at it close with a loop, could it be Army? The Insignia on the collar is US but the device sure looks like a winged prop, really has me puzzled. Thoughts

I don't see any rank insignia or a cap badge - could it be a Red Cross insignia on the collar?

 

Hard to tell what the visor cap is … It might be military & it might not.

 

Can you post a close up of the cap? Maybe I can ID it.

Even with the closer picture of the hat, I still can't figure out what it is. The closer view of the collar brass kind of looks like maybe a chaplain's cross?

How about that obscure Army branch of service called Bureau of Insular Affairs? That insignia used Air Corps-like wings as part of the design.

Thats what I thought as well:
