Photo manipulation help needed to read flag number

I am trying to figure out what this number on a flag says, I am pretty good with photoshop, but still have not been able to get it readable.

I think it says 134,???

If you have an old camcorder with IR (Sony NightShot, etc), look at it with that. The IR penetrates the material more than the standard spectrum of visible light, and will many times bring the stamp out. I have had really good luck with that.
