I bought a pouch like this in a surplus store in the late 80s. Never gave much thought as to its actual origin; maybe just made for the surplus store market. It does look pretty similar, and is the same size, assuming the belt loop on the OP's is 2 inches tall, that would make the pouch about 7-8inches tall, and the longest dimension of the M209 is 7 inches. It is a fairly basic pouch design though, a main item and some accessories or spare parts. So I think it is totally possible they are unrelated.
