US Navy Foul Weather Deck Parka

Hi: I recently attended an estate sale of a retired US Army SGM Vietnam vet and found this US Navy foul weather deck parka. There are some ink markings on the lower tail of the jacket. I can make out "Medium"...and "12L-L420". I'd like to know what year these were issued/worn. Can you assist? Thanks,

It was out in a garage and had an odor ..so I elected to soak it in some soap and water and removed a lot of dirt & odor. I was also able to make out a little more...I think (smile).

I just looked at the "clean" jcket and found "Medium FSN 8405-171-1420" and large "-23-" under that...but I can see a maker's mark/ink stamp...but can't make it out. So the jacket is Vietnam war period.

WOW....I didn't know that there were different type (US Army vs. USN)...but it does make sense...since many US Navy items are marked "USN". Thank you...
