I think it could be from the period but it sure does not look like it was done by anyone with a knowledge of kanji. It reminds me of the those Japanese flags and Chinese chits painted up by seabee's and other US personnel to sell as souvenirs, trade for cigarettes, etc. Some did better than others at copying the characters from original pieces.

O agree with Eric. It may be 40s, but I believe it was made as a souvenir for troops deployed post WWII.

This was quite common back in the day. A whole industry built up around it.
