I'm also not sure why they had a black back. Maybe it's British. It doesn't follow the typical British embroidery tip offs, i.e., the use of silk thread and loose cables with rather washed out colors. Another thing to consider is why would a stateside unit have a British made variant? The GHQ patch was widely worn during the first few years of the war, which was a time when there were a lot more variations in how patches were being made (wool, greenback, weird weaves, etc).
