Military Sea Transportation Service Insignia Help

I pretty sure this is a Military Sea Transportation Service insignia but what is it for? I assuming it is worn on a garrison/overseas cap or maybe on the collar or lapel? The backside has a pinback fastener and is marked GEMSCO. Any help would be appreciated.

Yes on MSTS. I have the larger insignia for the hat, but I've never seen this smaller size.

Thanks for the reply. I have also seen the larger visor cap device/badge, that's what lead me to believe this smaller version may be for a garrison/overseas cap. It is amazing the lack of information that is available out there on this organization (MSTS) uniform insignia .
