I think we have had this on here before, and it wasn't fully nailed down.

 

If I recall correctly it was for a fixed base communications unit operating in Colorado, hence the mountains. I think the first speculation was that it was USAF because of the design and colors, but it later turned out to be Army.

 

Sorry I can't remember the full details.
