A Den Chief was an older Boy Scout who volunteered to assist a Den Mother (or is it now Den Leader) in holding meetings for a Cub Scout Den. Generally, the help was very much appreciated. If I had to guess, I would say it was a patch awarded for attending Den Chief training.
