Help - Unidentified DUI on Pewter Mug

Hello, requesting help on the identification of this insignia, crest, DUI.

 

I looked through the entire Stein "US Army Heraldic Crests" with no luck.

 

It is mounted on a pewter mug marked "English Pewter/Made in Sheffield/England"

 

Perhaps a British crest of some sort?

In the center is an open book ? maybe a school crest ?

The US Army operated a number of universities following VE Day in England, and there are known insignia for at least two of them. This is not for either one known to exist; and it is probably not a DI nor a crest for US forces. Appears to be for a European school, or a town'city heraldic crest w/ a university, something like that.
