Not sure where/when I saw this one, some time ago , personw as needing help with "ID" to the color leather one, I recently found the booklet showing the same emblem on the cover, Navy related, I though USAAF , but it appears I was wrong on that, hope this helps BTW was told the PeP was a pilots name abbreviated .

My educated guess based on the emblem and info on the manual (and date) would be something to do with Operation Aphrodite - a project to use war weary B-17 as radio controlled glider bombs.
