There were several examples of 'armor' being used and worn, esp in the early war time period around First Bull Run (or 1st Manasses for us Rebs), but I've yet to see any "helmets".

I believe everyone hit the nail on the head that it is a civil defense helmet, these are identifiable by the deeper crown of the helmet than the shallower M-1917 model. Attached are two photographs of what it should look like. The one on ebay in my opinion has been in sort sort of bonfire if you look at the different colours of the metal, and then been abandoned in the ashes of the fire out in some field which has helped with the corrosion of the metal leading to his ' bullet hole fantasy'.
