I believe this is a good ww2 sub badge with the double stamp of H&H--IMPERIAL. H&H bought out IMPERIAL and for a short time used the double hallmark. it is non sterling maybe brass???

Gorgeous badge Mitch! I think Jay is right that the badge is made of bronze and then should be gold plated. Brass is relatively soft and would be fairly easy to bend. Bronze is far more stout.
