I could find a couple of possible meanings for the NIC abbreviation-National Ice Center or Naval Installations Command but I have no idea if either applies to this. No luck on deciphering the EOFAC abbreviation though. With the lightening bolt and photography insignia I was wondering about intelligence maybe? I don't think it's from the National Ice Center as that name has only been used since 1995 and prior to this they were the Joint Ice Center. EOFAC usually is an Electo-Optical Facility of which there were/are several currently scattered among NAVSEA and the Naval Contractors and Academic Institutions.
