Unusual US navy plaque from Mexico

I cannot recall seeing something presented to a US military officer by Mexico. This large (18 inches tall) plaque was presented to a US Navy captain who was an Assistant Chief of Staff for the 11th Naval District, which was headquartered in San Diego for 35 years before being disestablished on 30 September 1980.

 

This officer had a long career as a Naval Aviator, earning 3 DFC's and 26 Air Medals.

 

Nothing else came with the plaque but I found some bits and pieces online showing some of his assignments inckluding as XO of the Bon Homme Richard.

did you get the female admiral's stuff also?

 

Someone wanted it more than I did.

 

This is first presentation from Mexico I've seen for a US officer: I imagine that while at 11th ND in San Diego he would have interacted with the Mexican Navy.
