These were given out for many different reasons. Would be impossible to tell you unless you research the the person and find out why. Good luck

Many units in Iraq/Afghanistan had a formal program where you'd drop off a flag with their admin section, they'd fly it on the FOB or aboard an aircraft, then return it with a printed certificate. Soldiers would buy flags at the PX for presentation to friends and family, units would present them to visitors, etc. I've seen literally dozens of flags in the queue at once so this was very commonly done.

Agreed. There are a lot of these around. My local courthouse has one in a filing office. One was flown and donated to a group of 8 people who stamp paper and organize files.

The Architect of the Capital has a flag flown over the Capital program.Over 100,000 requests per year.Must come from a request from your Senator or Representative.
