The website states that what you have is the Imperial Order of the Dragon. As the Military Order of the Dragon medal was for officers, this medal was given to enlisted men. Great find! Unfortunately, Zalner doesn't appear in the issue records for the China Relief medals, so he may have never gotten his federal award. The 1900 Census does list him as a Landsman aboard USS Buffalo.
