It’s similar to, but not identical with the NETCOM / 9th Army Signal Command (972nd Signal Service Company; 972nd Signal Service Battalion) insignia. At some point around 1964-1965 "Konwal" began adding a single digit on the right-hand side of their base stamp. It is presumed by me and other collectors to indicate the last digit of the year the lighter was produced. Korean-War era and up to the early '60s "Konwals" are devoid of the digit. There may be written records on Japanese-made lighter base stamps out there, but I've never run across them. On "Penguins" the "19531" and "19571" marks are presumed to be more of a patent or design indicator as they are found on Korean-war and up into the '60s examples. On "Vulcans" (and all the other makes) I go by the period that the Squadrons/Units/Ships were active, and the manufacturers address to narrow it down. I've noticed that the oldest "Vulcans" have the "115 Masonic Bldg Tokyo" as the address. The Sqdns/Units/Ships lighters with that address correspond to being active during and just after the Korean War. I have approximately 70 different Japanese lighter manufacturers in my collection, so I've only touched on the most common makers. I wish some hard evidence from other collectors and or written sources would surface. There must be Japanese lighter collectors out there with way more knowledge than I have. Just a heads up, CDR Bucher was invited as a keynote speaker at many USN reunions and events in his later years, including my Salvage Association. He had a bunch of these which were made for his ship but never delivered before the seizure, and he later acquired them and would give these lighters to a few of the board members when he gave speeches.
