The engraving reads (thanks to my colleague – an expert in Vietnamese): “Mến tặng (heartfelt gift) HQ (= Hải quân ‘Navy’) th. uy (= thượng uý ‘lieutenant’) XP (= xung phong ‘volunteer’) K. Anh, 27.10.71” “Heartfelt gift to Navy lieutenant Nguyen Van Bay from volunteer Kim Anh, 27.10.71” Two things remain unclear: 1) Why did “XP” get inserted within the date. Possibly, two military ranks, HQ & XP, were firstly engraved in sans-serif script as the easiest part of the inscription. Then the rest was engraved in the typical Vietnamese hand-written script, but it didn’t fit the available space. 2) Why were dots used in the date (27.10.71) and not slashes (Vietnamese standard: 27/10/71).
