V-MAIL SCOUT pinback button - what was it used for?

A friend just gave me this 1 1/2" diameter pinback button for my collection of WW2 pinbacks; I've never seen one before. Have Googled and tried to research it without any luck. Can any member tell me what it was used for? Thanks in advance, Tom!

Thanks, guys! I'm checking with an advanced Boy Scout collector to see what he knows about it. Will let you know when/if I hear anything.

Or maybe Scouts who sent V-Mail to GI's during the war?

"On the table were shown details of the "V-Mail Scout Plan such as the V-Mail letter, the report card, the Certificate which boys receive for writing a letter, the badge which they receive for writing more than once, photos, posters and letters from service men. The exhibit attracted a great deal of attention and will doubtless lead to other Councils following the lead of Norumbega Council in getting Scouts to write to some overseas boy each month by V-Mail."
