General consensus...legal to own, not legal to buy, sell, or trade. And the FBI might still come knocking if you flaunt that you own one, and unless you're willing to pay an expensive and lengthy legal battle, they're going to win... laws be dammed. It happened to a member here who legally owned medals years ago

It's not illegal to own a ribbon bar or the medal, to wear it is a different story. The law states Medal of Honor, the key word here is "medal". A ribbon is not the 'Medal". That also goes for the rosette, own it, don't wear it.

"The Supreme Court's decision did not specifically address the constitutionality of the older portion of the statute which prohibits the unauthorized wearing, manufacturing, or sale of military medals or decorations. Under the law, the unauthorized wearing, manufacturing, or sale of the Medal of Honor is punishable by a fine of up to $100,000 and imprisonment of up to one year"

You can have/own any medal but, as stated above, it is illegal to wear any award/medal that the person has no entitlements to wear. One can not sell medals, manufacture medals, etc and to get around such as the law states, trade is not mentioned. Any medal can be obtained through the barter system.

The Medal of Honor Medal AND ribbon are illegal to buy, sell or trade. Another (very informed) poster stated that any unissued MOH's are illegal to own as they are considered copies and not originals (even though we all know they are). The ribbon is toxic.
