WW1 US Navy Overseas Chevron?

OK, I can't seem to get this any closer, but I believe I see an upside down chevron at the bottom of his left sleeve. Did sailor get to wear the overseas chevron?

 

Second question, I think I see a "life ring" ? underneath the chevron. Was that a rating? It isn't a propeller.

The Navy wore their os chevrons opposite the army and USMC, point up as opposed to point down. I have a USMC Corpsman uniform where he wore it in Navy fashion as opposed to his Marine comrades. It is a gold bullion material.
