Seeking help, Michigan War Conference badges.

I am hoping some of my fellow forum members can provide some information on a pair of badges that I have been trying to research. I have a pair of badges one is for the southwest Michigan War Conference , Grand Rapids Mich Aug 8-9 1919. The other is for the Northeastern Michigan War conference, Bay City July 31- Aug 1 1918. The only other badge I have seen for this conference was named to A.E . Sleeper governor of Michigan at the time. I am hoping someone can provide some information on the conference, all my research has come up blank. Sorry for the blurry photos, I can provide better ones if needed.
