Personal effects bag or ditty bag, comes to mind right away, a possible muzzle cover for a small artillery piece or perhaps a Lewis gun muzzle cover. I would guess that the E would have something to do with either E Company, E Battery, E Troop for infantry, artillery or a cavalry unit.. Just guesses but maybe this will help..
