Pre WW1 USMC unit photo with unusual pins

Picked this up this week and could use the expertise here on this photo. It appears to be a pre WW1 unit photo, but have no idea what the unit is, or where the phot was taken. The back has a name and an address but the address is a home residence. Also, if you look closey, some Marine have a circle emblem or device on their collar, something i have never seen before, any ideas on what these emblems are? The name on the back is Henry G Young . Inremoved the backing and saw the name mayne B McCartney. Any help would be appreciated.

the write up says, For sale ARE A PAIR OF UNIQUE USMC OFFICER'S UNIFORM PINS, GILT METAL, WITH MAROON CENTERS. PIN BACK, HALLMARKED BY PASQUALE ( FROM CALIFORNIA ), A WELL KNOWN PROVIDER OF UNIFORM ITEMS, FROM PROBABLY WWI AND EARLIER. WE DO NOT HAVE A PASQUALE CATALOG FROM THAT TIME FRAME.

CONSIDER SCARCE AND RARE. THESE ARE IN STONE MINT CONDITION. CAN ANYONE PROVIDE A PROPER POSITIVE ID?

I have several images of Marines from the 1910-13 era wearing a single collar disc on the same collar as your guys, one photo when enlarged showed some type of NRA badge being worn. But that's as far as I have figured out.

Wouldn't a standard collar disc be larger?
