Pre ww1 signal flag help

I recently got a signal flag dated 1898. I don't have the slightest clue about them and was wondering if anyone could shed some light on the markings on it. Do they mean anything? Apologies if i posted this in the wrong section, i really didn't know where it would go.

The CORNET flag was an early crew recall signal flag.. The hoist of the flag with the wooden toggle at the top and longer length with the eye splice at the bottom is pretty cool. The wooden toggle would fit into the small eye splice from the bottom of the flag to make up a multiply flag hoist... Long before the brass rings and snap hooks..
