Looking thru old uniform regulations, the design is basically unchanged from 1886 to 1941sh when it was suspended. The button should be 7/8' dia ( large size navy button). The black lace around the fans indicate, rank below Flag rank. Width of the gold lace around the button, 1' Captain or Commander.
