I would agree.Nice examples

 

I have seen plastic as well as a plaster type material for cap badges.

 

The rifle badges in lead are more commonly see.

Thank you. I have a loose plastic and one on the maker card. I have never seen or heard of a plaster one.I hope someone can post one.
