It is for sure a 31st BS WW2 patch sewn on the top. This patch was on the WW2 and post WW2 magazine order circuit and is quite common. Could be a cool biker club patch. What sort of jacket is it on? That is what I thought also. The flash created a glare that makes it appear that there was a depression in the middle of the skull due to the wings being cut in half.
