Theater made, but which one?

I always thought Vietnam.

Nice looking CIB, Firefighter! As for being theater-made I would rule out Vietnam: I've never seen a documented die struck one from that Country. They are, invariably, sand cast as you know. Plus the overall quality of your CIB is far better than then junk produced in Vietnam.

Nice looking badge, looks to retain much of the plating and blue paint is intact. Cobra6 is right, looks too well made to be Vietnamese. I would say it is Japanese.

Looks Japanese to me with the long pins. Very similar to the NIBC
