The new plate was announced in June 1851 in General Order No. 31. Your plate and and keeper conform to the Regulation Pattern for enlisted men. That pattern of belt was introduced in the 1830s, but as others have pointed out, this one uses the 1851 pattern enlisted sword belt plate. The plate looks fine to me.
