Good Conduct PO3 Uniform Being Worn Today

The uniform in the foreground on the right was worn by a current US Navy reservist at a change of command ceremony with the New York Naval Militia. I didn't know it was possible to be a gold stripe PO3 in today's Navy. Also, on a side note, it seems like the PO1 hasn't had as saintly of a career as the PO3 has.

Got to love the reservists...some really odd stuff in the photo...no less than the admiral's top award being the Navy Commendation Medal! Is he the commander of the NYNM?

<p>He is yes, my understanding however is that he retired as a Captain and was promoted by the NYNM to Rear Admiral (Lower). The naval militias, as you may or may not know, are closer aligned to how the National Guard is treated than how a state defense force is, since over 95% of their manpower is supposed to be simultaneously actively drilling in the Navy, Marine Corps, or Coast Guard Reserves. The Navy and Coast Guard seem to be fine with their officers getting graveyard promoted to higher naval militia ranks, but the Marine Corps won't have it, as is evidenced by the previous commander having to alter his dress blues to the point that I thought that he was a fire chief at first glance.</p>

Ain't that the truth? I was USNR in the early 1970's and stuff like this was pretty common. None of our CPO's and older white hats wore gold because it was "too expensive". We had guys with prior service in something other tan the Navy so things sometimes didn't look exactly "by-the-book", to the unknowing. That's still a neat photo.

If you look at the salty PO1 still wearing red stripes...he has a pretty large ribbon rack and what looks like one of the stubby Air Force MOS badges....my bet would be he transferred over to the Navy and doesn't meet the time requirements for the gold rank.

I'm much more interested in what that PO3's story is, normally Seabees don't have too much of an issue moving up to PO1 in a timely fashion.
