The general design is similar, and the script looks the same, and the design surrounding the script looks like a pair of wings. The trouble is, some medals regarding WWII service or commemoration of that service were still being awarded in the 1970s, and little reference is available online. There are various grades and classes of the medals, too. Some of the Kuomintang decorations are quite beautiful but they are in a bewildering display of variation. I suspect this is one of the grades of the Kuomintang Air Force Memorial Medal. Search for "Kuomintang [alternately spelled "Guomindang"] Orders and Medals". At one point he was the CO of the 110th Observation Squadron, Missouri National Guard. Similar to a Kuomintang Air Force Memorial Medal.
