I've seen quite a few air force patches will tabs cut off like this before. Yes, actually. On an official level sometimes units switch designations. If they have a bunch of older patches, they will cut off the designation tab and wear it until the new ones arrive. This was much more common in the early years than now. Your patch missing one is a bit odd as these normally have a motto, "Peace Through Strength" on them. It may have been removed to make it fit on something, or the tab was flawed. But with your patch, I'm just guessing. It was a Bomb Wing, Strategic Recon, and Air Refueling with the patch being fairly unchanged.
