Question regarding title of "class" photo

I recently purchased a photo (12x14 in) of what appears to be a graduating class of sailors. At the bottom of the photo are the following:

Co. Commander V.A. Miller, C. Sp. rump't. Co. Comd'r. O. H. Kilian, Sp. (A) 1/c

 

Can anyone tell me what this means? I believe it was taken during WW2 but not sure.
