It looks like it was aimed at "re-educating" Philippine Scouts" who were POWs to make them full fledged contributing members of the Greater East Asia Co-Prosperity Sphere! It announced a reeducation program designed to help the Philippine Scouts see things " the right way". I doubt the Japanese had much luck. It does make for some interesting reading. Kurt !!!! I’m sure you’re right, Kurt… I doubt the Scouts bought any of this.
