I have a heavy cotton khaki shirt with shoulder straps that has a label inside that reads "Government Regulation, ARMY CHINO, Sanforized, a Melton product".

Does anyone have a guess what time period this is from--private purchase WWII officer's, 1950's, or simply no way to tell?

No way to tell really. Though it will be from these time frames you mentioned. It will be pointed out also, that a shirt like this could of been worn by a enlistedman post 1947, after that date both Os and EMs wear the same shirts, IE, with shoulder loops.
