ID on Odd Spanish-American War Belt RIA 1902 Bandage Pouch

I recently picked up this belt and bandage pouch set for my collection. However, I can't find any information on the belt. The leather bandage strap on the belt is marked RIA 1902, and looks to have been attached around its time of manufacture (belt is too large for it to slide off). Sorry for the delay, have been out of town. Attached is a closeup of the RIA 1902 markings, although they are faint.

The pouch was originally sewn on but the stitching on the back has come undone and that is why the pouch is able to come off. Before that happened, it wasn't removable off the belt.

I have a similar bandage pouch in my collection. It is equipped with rimmed eagle button snaps. The snaps are marked on the back with the Mills patent dates. The loop in the back is just large enough to fit the M1902 garrison belt. There are no markings on the leather so I assume it was private purchase. It is made from one piece of leather, folded and stitched.
