Navy CPO Bridge Coat, Pre WW2

What is the official name or model # for this coat ? Looking around the internet, I've seen it called a bridge coat, watch coat, pea coat, etc. When were they issued/used? Was it only for Chiefs or all enlisted? This one is dated 1930 on a tag in the inside pocket.

 

Any info would be appreciated.

By the description in the 1922 USN Uniform Regulations, that would be the CPO overcoat. Coast Guard Uniform regs indicate the design changed in the mid 1930s and the horizontal flap pocket was dropped.

 

Other than the description of the buttons, the 1900 Revenue Cutter Service uniform regulations describe the same overcoat for all enlisted persons..
