N S Meyer U S Navy / Coast Guard Pin Help Please

This looks like a rank insignia pin to me but I cant find any other examples of it. It has the N S Meyer shield only which I think dates it to the late 40s but exactly what is it ?

That's exactly what it is. V-5 cadet rank pin worn on sidecap.
