Nothing should be above it's head, just as we should put nothing before our country. The eagle's position and attitude make it look like it's struggling to hold on. The lack of skull is an insult The Marine Corps long had a banner in the beak of the eagle, that fluttered above its head and stated 'Semper Fidelis' As for the skull and insult, the same could be argued that MARSOC is nowhere near the same as the Raiders of the past, which is the camp I'm in... Fair observation, though maybe more nuanced, regarding holding something versus not. Doesn't matter much, as they (surprisingly) didn't ask my opinion.
