I surmise the wings date to the same period seeing as they are sterling. Not sure what maker 3-21 would be. I believe Vanguard had a 21 in their later hallmarks. It was submitted by 77th SFG and approved for all SF in 1953, it was worn by all SF Groups (Ative Duty, USAR, & NG). 10th Groups red/green oval was approved in 52.
