This was for a training exercise "LOG X" was a logistics exercise, and I believe it was held in the late 1970's well after Vietnam. I believe it was more focused on activating the logistics network in case of a WWIII war in Europe scenario. If I also recall correctly, it highlighted a lot of areas where they system became overburdened and bogged down.
