I can't figure this photo id badge out...

Hello members,

I am hoping that someone can help me figure this id badge out. It was found in a local junk store. I thought it was interesting and possibly WWII era. Thoughts?

That's definitely an Army officers service number, and he even looks like he's wearing a field jacket. This disc that it's on, though, reminds me of wartime factory ID discs that were common during WWII

At first I was thinking factory id too but all the ones that I have seen (including my own Clinton Engineer Works/Y-12 badge) include the factory/business name.

I wondered if it might be German pow from an American prison camp (name on the badge is Wiltberger).

The background is good old red, white and blue...reminds me of the Army Ground Forces patche...but is upside down.Or it could just be a Patriotic background.
