It would have been especially odd for 05Bs (Commo), or 91Bs (Medics) since they were usually in short supply. Perhaps he didn't earn his "S". I passed over this in my earlier response, but that pic only indicates (beret with SF crest) that the individual had completed Phase I of the SFQC, but not yet SF Qualified.
