Unknown Cap Badge: Some Sort of Rescue Sevice?

I picked up this cap badge today but haven't had any luck researching it. It's very detailed and obviously old but I haven't been able to track down the design anywhere. I thought with the crossed oar and anchor it might be some type of rescue service but the Coast Guard surfmen had a different badge. Can anyone identify this?

Looking for older Virginia Military Institute items: insignia, uniforms, cadet sabers, documents, and groupings belonging to VMI alumni.

Also interested in Virginia Reserve Militia (VRM) uniforms and insignia, or other items of general Virginia interest.

I may be wrong, but I think this has to do with the Department of Veterans Affairs. I did an image search but didn't find it. Something about it seems familiar. Good luck!

It is for one of the post WW1 veteran organizations, gold was for Army veterans and silver for Navy.

The three best things in life are a good landing, a good orgasm, and a good bowel movement.

A night carrier landing is one of the few opportunities to experience all three at the same time.

Thanks for the information - it must be an uncommon one because I've never seen one before and I still haven't been able to turn up anything online! Hopefully somebody will see this and know what organization it belongs to.
