Request for Help With Early Navy Insignia

Could anyone tell us what we have here? We know these goods are American and we think they are WWI or earlier. Could anyone confirm those ideas? And could anyone tell us if there is any significance to the colors of these insignia?

Those are "middy" rates. A woman's fashion item, not regulation USN.

They are "Fashioned" after actual Navy rates, but just enough "Off" so as NOT to be. Red eagle and mark never existed. The 6bspoke wheel is wrong. US Navy always used 8 spoke.

There's a collector market for everything. You just have to find it. Maybe vintage clothing?
