Foot Locker

I picked up this foot locker at this weekend's flea market, and am not certain what I have here.

 

There appears to be some form of insignia painted over on the lid, which might be a shield with criss-cross design on it.

 

 

The metal tag affixed to the front (some of it is painted over, and my eyes aren't what they used to be. I've left a blank spot where I wasn't able to read it):

I'd appreciate it if someone could shed some light on this.
